Democratic Governance:

Democratic governance provides an ‘enabling environment' for the realization of the Millennium Development Goals (MDGs) and, in particular, the elimination of poverty. Effective governance systems are likely to be characterized with participation, transparency, equity, accountability, coherence, responsiveness, integration, and ethicality. Promoting democracy and strengthening the rule of law were strongly highlighted and endorsed at the Millennium Summit of 2000.

Therefore, UNDP's work in democratic governance is reinforced through its work in over 166 offices and its global partnerships with democratic governance institutions. Moreover, UNDP's core services to support national processes of democratic transitions focus on policy advice and technical support; strengthening capacity of institutions and individuals;

In this context, UNDP in Eritrea is involved in several democratic governance projects. For instance, the Eritrean legal system has been in a constant review and modification since the Country's liberation in 1991. The need to reform the entire legal system of the Country has been felt right from the outset. At present, with the assistance of UNDP, national and international experts commissioned by the Ministry of Justice (MOJ) are supporting the Ministry in redrafting major codes in accordance to the Constitution, values and aspirations of new Eritrea. UNDP also is assisting the Ministry of Justice in the establishment of a Community-Based Dispute Resolution mechanism.

Moreover, UNDP is currently working closely with the Government of Eritrea in strengthening the newly established Ministry of National Development (MND). The MND is mandated to plan, coordinate, monitor and evaluate development programmes, formulate and refine economic policies, and mobilise effectively external assistance to complement domestic resources.

Besides, with the aim to enhance the process of implementing decentralization in Eritrea, UNDP Country Office, in partnership with UNCDF, is working closely with the Anseba Regional Administration. Under this joint partnership arrangement, the prime objective of the Anseba Local Development Project (ALDP) is to promote integrated and participatory development planning process by introducing new ways of financing local development initiatives, strengthening and improving local government and community capacities to deliver, operate and maintain public infrastructures and services.

Also, a UNDP supported project geared to enhance the human and institutional capacities of the Civil Service Administration (CSA) in Eritrea is underway. A project in support of Eritrean Civil Service Administration is also underway.
